At first create new document in adobe photoshop CC or any version if available..

size:3.5inch x 2.25inch

resolution:300px

According to the mode for printing mode set to CMYK else if for web then,keep mode in RGB.

then Apply the color picking color from color picker which you find in the tool preset.

Name that layer as BG ie background.

Then create next layer Pressing CTRL+SHIFT+N from keyboard or by going in the layers menu or press F7 if not available.

Then create a rectangualr shape from shape tool and apply color from the status bar according to the required color as you need.

Duplicate the same layer and make small as required .

Press right click on the layer of small rec. and select blending option then select the color overlay option and select color and apply on the shape.

Again, duplicate the same layer and move another side as shown in the picture.

import all the elements and manage.

At the bottom of the design you see the black and red rectangles.

To design that .

Create the small long rectangular objects and of red color.

then duplicate the same object by Pressing the CTRL+J from the keyboard.

Go to the blending option as above option and select the color overlay option and select black.

Reduce the size of that layer object by pressing CTRL+SHIFT+MOUSE DRAG to inner side.

The final result of design will be found as shown below by arranging and writting text.
